Counselor Rank 3 states: "A character can only refresh their En once per event, via a counselor or recreation area."
Does that single time only apply to Rank 3 (Counseling Session), or would Rank 1 (Confidence Boost) use up the single time available per event?

Rank 1 is essentially a transfer of En, you can do that as much as you like. The Rank 3 ability (or Recreation Area feature) to essentially 'create En from nothing' is what it means when it references "refreshing."
