Disguising psychic tattoos

Is it legal, from an out-of-game perspective, to attempt to disguise psychic tattoos? (see attached)

For instance, can two tattoos be overlain?

Can they be overlain in distinct colors?

Can you add additional lines (in the same or a different color) to make the exact tattoo non-obvious?

Can you surround the tattoo with other tattoos of different colors?

-No but it is IG illegal.

-No because those administering the treatment would never allow this.

Can they be overlain in distinct colors?
-See above

Can you add additional lines (in the same or a different color) to make the exact tattoo non-obvious?
-Yes but you'd risk IG arrest.

Can you surround the tattoo with other tattoos of different colors?
-Yes but again you risk IG arrest, which could mean you don't get to play the character for the rest of the weekend.

Given your answers to 3 & 4, do you mean "Yes (you can attempt to disguise them), but it is IG illegal"?

Does the reverse apply? Is it legal OOG to apply tattoos for power you do not have, up to an including if you're not a psychic?

Not that I have anything planned, mind you.... just asking for a relat... frie.... Morgan Fairchild! Yes, that's the ticket!

What about "hiding" tattoos?

If the tattoo is on the arm, is wearing a long-sleeve shirt illegal? If the tattoo is on the neck, is wearing a scarf illegal? What if it is a time when people would normally wear such body-covering items (it is snowing) or if it would be considered unusual (during a heatwave)?

There is nothing wrong with wearing clothing that may cover a tattoo. The Agency may ask someone who is a bit too bundled up to expose where the tattoos would be but that would be dealt with entirely IG.
